Peran Diaspora Indonesia Dalam Sistem Pertahanan Negara (Studi Kasus Diaspora Indonesia di Belgia)

Abstract


Abstrak -- Sistem pertahanan semesta mengintegrasikan pertahanan militer dan pertahanan nirmiliter. Diaspora Indonesia yang berada di luar negeri memiliki potensi untuk membantu mencapai kepentingan negara baik dari sisi politik, ekonomi pertahanan, dengan menempatkan diaspora sebagai bagian dari strategi pertahanan dan diplomasi Indonesia.  Penelitian ini disusun dengan tujuan untuk mengetahui peran diaspora Indonesia khususnya di Belgia dalam mendukung sistem pertahanan negara. Penelitian dilakukan dengan metode kualitiatif, dengan sumber data primer dan sekunder. Pengumpulan data penelitian didapat dari proses wawancara dan studi pustaka terhadap dokumen yang terkait dengan permasalahan penelitian.

Hasil penelitian menunjukkan bahwa diaspora Indonesia di Belgia melalui berbagai kegiatan yang dilakukan bersama-sama dengan KBRI Belgia telah melaksanakan delapan kemampuan pertahananan nirmiliter. Kemampuan tersebut yaitu Kemampuan kewaspadaan dini melalui kemampuan komunikasi yang baik dengan masyarakat lokal dapat membantu mengidentifikasi penganut paham-paham ekstrim sebagai early warning system. Kemampuan bela negara dengan mengikuti program-program dari KBRI. Kemampuan diplomasi dimana diaspora menjadi ujung tombak dalam hal people-to-people contacts karena mereka bersinggungan langsung dengan masyarakat lokal. Kemampuan iptek yang dilakukan oleh kelompok Indonesia Integrated. Kemampuan ekonomi berupa potensi investasi melalui kerjasama kedua negara. Kemampuan sosial ditunjukkan dengan perayaan hari keagamaan dan pengenalan budaya Indonesia kepada diaspora dan warga negara Belgia. Kemampuan moral ditunjukkan dengan aktif dalam mempromosikan budaya kerukunan, keramahtamahan, serta persatuan Indonesia sebagaimana tekad sumpah pemuda. Kemampuan dukungan penyelenggaraan pertahanan negara ditunjukkan dengan adanya kerjasama Sister City antara Kota Bandung dengan Kota Namur di Belgia. Ditinjau dari teori peran, diaspora Indonesia di Belgia masih berada di posisi sebagai alat komunikasi, dimana diaspora menjadi alat bagi pemerintah Indonesia untuk menyampaikan pesan bagi warga asli Belgia dan diaspora yang ada di Belgia.

Abstract -- The universal defense system integrates military and non-military defense. Indonesian diaspora abroad have the potential to help achieve the interests of the state both from the political side, defense economy, by placing the diaspora as part of Indonesia's defense and diplomacy strategy. This research was designed to know the role of Indonesian diaspora especially in Belgium in supporting the state defense system. The research was conducted by qualitative method, with primary and secondary data sources. The research data collection is obtained from the interview process and literature study on the documents related to the research problem.

The results show that the Indonesian diaspora in Belgium through various activities undertaken together with the Indonesian Embassy in Belgium has implemented eight nirmiliter defense capabilities. Such capability: Early alertness through good communication skills with local communities can help identify extremists as early warning systems. Ability to defend the country by following the programs of the Embassy. The ability of diplomacy where diaspora spearheads in terms of people-to-people contacts because they are in direct contact with local communities. The ability of science and technology conducted by Indonesian Integrated group. Economic capability in the form of investment potential through the cooperation of both countries. Social capability is demonstrated by the celebration of religious day and the introduction of Indonesian culture to the diaspora and Belgian citizens. Moral ability is demonstrated actively in promoting a culture of harmony, hospitality, and unity of Indonesia as is the resolve of the youth oath. The capability of support for the implementation of state defense is shown by the cooperation of Sister City between Bandung City and Namur City in Belgium. Judging from the role theory, the Indonesian diaspora in Belgium is still in a position as a communication tool, where diaspora is a tool for the Indonesian government to deliver messages for indigenous Belgians and diasporas in Belgium.

Ethics in Publishing

Publishing ethics refers to COPE (Commitee on Publication Ethics) and Regulation of the Head of LIPI Number 5 of 2014 concerning the Code of Ethics for Scientific Publications.

This statement outlines the ethical behavior expected of all parties. The parties are related and obedient in their respective positions and roles: authors, editorial board, peer reviewers, and publishers, who are involved in publishing articles in this journal.

Author
Authors create articles. Authors should read the policies that apply to their contributions and the author's guidelines. Once a submission has reached the review stage, authors are not allowed to withdraw it. The author accepts editorial decisions voluntarily.

Editorial Board
The editor consists of the chief editor and staff as a unit. Editors grade manuscripts on intellectual merit alone, regardless of the author's rank, title, skin color, gender, sexual orientation, religion, ethnicity, nationality, or political philosophy. Corresponding authors, reviewers, potential reviewers, other editorial advisers, and publishers, as appropriate, are the only parties to whom any editor and editorial staff may divulge information about manuscripts that have been submitted. The editor chooses which article to publish. When reaching a choice, the editor can consult with other editors or reviewers.

Peer Reviewers

Peer review provides an assessment of the articles submitted by the editor. The reviewer's assessment results assist the editor in editing the assessment and can also help the author improve the article through the editorial communication with the author. Any selected reviewer who believes they lack the skills necessary to evaluate a manuscript or realizes that doing so quickly is impossible should notify the editor and withdraw from the review process. The review must be carried out impartially. It would be inappropriate to criticize the author personally. Referees must clearly state their position and provide evidence to support them. Any manuscript sent to you for review should be treated with confidentiality. They cannot be discussed or shown to anyone without the editor's permission. Reviewers must indicate related published work that the author still needs to cite. Suitable quotations must support any claim that specific observations, deductions, or arguments have been recorded. Any significant overlap or resemblance between the manuscript under consideration and other published material of which the reviewer has direct knowledge must be communicated to the editor.

 

Publisher
The publisher is the institution that publishes the journal. Universitas Pertahanan Press under the Universitas Pertahanan Republik Indonesia, publisher of this Journal of Defense Diplomacy. Moral and ethical obligations as publishers are aware of and take their duties and responsibilities seriously during and throughout the publication process. For publishing journals, publishers work closely with editorial boards to facilitate communication with other journals and publishers.
