Diplomasi Pertahanan Dalam Penyelesaian Unresolved Segment di Perbatasan Darat Indonesia – Republik Demokratik Timor Leste (RDTL) (Studi Kasus Unresolved Segment Dilumil – Memo)

Abstract


Abstrak – Penetapan garis batas darat Indonesia – RDTL didasarkan pada asas Uti Posidetis Juris yaitu Perjanjian Belanda – Portugis 1904 dan Permanent Court of Arbitration (PCA) 1914. Berdasarkan kesepakatan RI – UNTAET pada tahun 2001, dibentuk TSC-BDR untuk melakukan demarkasi batas kedua negara. Pada tahun 2005, proses penegasan batas menghasilkan Provisional Agreement 2005 yang masih menyisakan tiga unresolved segment yaitu Bijaelsunan-Oben, Noelbesi-Citrana dan Dilumil-Memo. Pada tahun 2013, unresolved segment Dilumil – Memo berhasil diselesaikan. Oleh karena itu penelitian ini bertujuan untuk mengidentifikasi proses penyelesaian unresolved segment Dilumil – Memo. Untuk mencapai tujuan tersebut, penelitian ini dilakukan dengan menggunakan metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang dilakukan melalui observasi di lapangan, wawancara, studi pustaka dan studi dokumen. Untuk menganalisis penelitian ini digunakan teori diplomasi, teori peran, boundary making theory, konsep diplomasi pertahanan, konsep kepentingan nasional dan konsep negosiasi sebagai pisau analisis. Teknik analisis data dalam penelitian ini dilakukan dengan kondensasi, penyajian data hingga membuat kesimpulan. Hasil penelitian menunjukkan bahwa proses penegasan batas darat Indonesia - RDTL melibatkan institusi diplomasi pertahanan. Aspek diplomasi pertahanan yang digunakan dalam penyelesaian unresolved segment Dilumil – Memo adalah Confidence Building Meassures (CBMs) dengan menyamakan pendapat menggunakan median line sebagai win-win solutions dan Kerjasama yang diwujudkan melalui pertemuan bilateral kedua pemimpin negara serta political will melalui mandat Presiden kepada Institusi Diplomasi Pertahanan seperti JMC, JBC, TSC-BDR dan SWG untuk berkomitmen menyelesaikan masalah perbatasan dengan tujuan mempertahankan hubungan bilateral yang baik serta mencapai kepentingan nasional seperti menjaga pertahanan dan keamanan bagi masing-masing negara.

 AbstractThe delimitation of Indonesia dan RDTL land boundary is based on Uti Posidetis Juris principle namely Dutch – Portuguese Treaty 1904 and Permanent Court of Arbitration (PCA) 1914. Based on RI – UNTAET agreement in 2001, TSC-BDR was formed to demarcate the borders of the two countries. In 2005, the demarcation process resulted Provisional Agreement 2005 that still leaves three unresolved segments, Bijaelsunan-Oben, Noelbesi-Citrana and Dilumil-Memo. In 2013, Dilumil - Memo successfully solved. Therefore, this research aims to identify the unresolved segment Dilumil - Memo settlement process.To achieve this objective, this research uses qualitative method with case study approach. Data collection techniques conducted through field observations, interviews, literature studies and document studies. To analyze this research the theory of diplomacy, role theory, boundary making theory, the concept of defense diplomacy, the concept of national interest and the concept of negotiation are used as a knife analysis. Data analysis technique in this research is done by condensation, data display until make conclusion. The result of research shows that the demarcation process of Indonesia and RDTL land boundary involving defense diplomacy institutions. Aspect of defense diplomacy used in solving unresolved segment Dilumil - Memo is Confidence Building Meassures (CBMs) by equating opinion using median line as win -win solutions and Cooperation that realized through the bilateral meeting of the two leaders of the state and political will through the President's mandate to the Defense Diplomacy Institution such as JMC, JBC, TSC-BDR and SWG to committed solving border issues that aims to maintaining good bilateral relations and achieving national interest such as maintaining defense and security for each country.Keywords: Defense, Diplomacy, Unresolved Segment, Land Boundary.

Ethics in Publishing

Publishing ethics refers to COPE (Commitee on Publication Ethics) and Regulation of the Head of LIPI Number 5 of 2014 concerning the Code of Ethics for Scientific Publications.

This statement outlines the ethical behavior expected of all parties. The parties are related and obedient in their respective positions and roles: authors, editorial board, peer reviewers, and publishers, who are involved in publishing articles in this journal.

Author
Authors create articles. Authors should read the policies that apply to their contributions and the author's guidelines. Once a submission has reached the review stage, authors are not allowed to withdraw it. The author accepts editorial decisions voluntarily.

Editorial Board
The editor consists of the chief editor and staff as a unit. Editors grade manuscripts on intellectual merit alone, regardless of the author's rank, title, skin color, gender, sexual orientation, religion, ethnicity, nationality, or political philosophy. Corresponding authors, reviewers, potential reviewers, other editorial advisers, and publishers, as appropriate, are the only parties to whom any editor and editorial staff may divulge information about manuscripts that have been submitted. The editor chooses which article to publish. When reaching a choice, the editor can consult with other editors or reviewers.

Peer Reviewers

Peer review provides an assessment of the articles submitted by the editor. The reviewer's assessment results assist the editor in editing the assessment and can also help the author improve the article through the editorial communication with the author. Any selected reviewer who believes they lack the skills necessary to evaluate a manuscript or realizes that doing so quickly is impossible should notify the editor and withdraw from the review process. The review must be carried out impartially. It would be inappropriate to criticize the author personally. Referees must clearly state their position and provide evidence to support them. Any manuscript sent to you for review should be treated with confidentiality. They cannot be discussed or shown to anyone without the editor's permission. Reviewers must indicate related published work that the author still needs to cite. Suitable quotations must support any claim that specific observations, deductions, or arguments have been recorded. Any significant overlap or resemblance between the manuscript under consideration and other published material of which the reviewer has direct knowledge must be communicated to the editor.

 

Publisher
The publisher is the institution that publishes the journal. Universitas Pertahanan Press under the Universitas Pertahanan Republik Indonesia, publisher of this Journal of Defense Diplomacy. Moral and ethical obligations as publishers are aware of and take their duties and responsibilities seriously during and throughout the publication process. For publishing journals, publishers work closely with editorial boards to facilitate communication with other journals and publishers.
