Strategi Kerjasama di Bidang Counter Terrorism Melalui Asean Defense Ministers’ Meeting Plus di Tahun 2013 dalam Meningkatkan Kemampuan Penanggulangan Terorisme di Indonesia

Abstract


Abstrak - Menghadapi ancaman terorisme, maka dibutuhkan kecerdasan dan ketangguhan dari negara untuk menjaga pertahanan dan keamanan. Usaha yang dapat dilakukan yakni dengan meningkatkan kerjasama antar negara. Melalui ADMM-plus, langkah ini merupakan jalan yang tepat karena ADMM plus merupakan mekanisme kerjasama pertahanan dan keamanan guna mendukung CBM, stabilitas kawasan, pengembangan dan pembangunan di kawasan dengan melibatkan Negara ASEAN serta delapan negara sebagai mitra yakni Australia, Cina, Jepang, India, Selandia Baru, Korea Selatan, Rusia dan Amerika Serikat. Penelitian ini menggunakan metode kualitatif dengan data primer diperoleh melalui proses wawancara kepada pihak terkait dengan counter terrorism dan ADMM plus. Selain itu, penelitian ini juga didukung oleh data sekunder yang meliputi: buku, jurnal, artikel dan dokumen yang terkait dengan kerjasama di bidang counter terrorism melalui ADMM plus. Hasil dari penelitian menjelaskan bahwa strategi yang digunakan pada kerjasama di bidang counter terrorism melalui ADMM plus di tahun 2013 dalam meningkatkan kemampuan penanggulangan terorisme di Indonesia adalah dengan cara melakukan joint training (latihan bersama) berisikan materi table top exercise dan practical exercise, memiliki tujuan untuk memberikan wawasan mengenai tantangan dan prioritas keamanan di regional, pengembangan kemampuan angkatan bersenjata milik negara dalam hal penanggulangan terorisme, dan mendukung proses penegakan hukum atau usaha lain yang dilakukan oleh institusi pemerintah. Bagi Indonesia, kerjasama ini merupakan strategi yang dilakukan untuk mencapai kepentingan nasionalnya. Untuk mendukung kerjasama ini, digunakan pemanfaatan sarana militer mulai dari peralatan (alutsista), teknologi, dan juga kemampuan personel yang dimiliki masing-masing negara anggota.

Abstract - Facing the threat of terrorism, it takes intelligence and toughness of the state to maintain defense and security. The effort that can be done to improve the cooperation between countries. ADMM-Plus is the right path for ASEAN to againts the terrorist threat, because ADMM plus is a defense and security cooperation mechanism supporting CBM, regional stability, development and construction in the area involving ASEAN member states and eight countries : Australia, China, Japan, India, New Zealand, South Korea, Russia and the United States. This research uses qualitative primary data through interviews into interested parties with counter terrorism and ADMM plus. In addition, this research also is supported by secondary data includes: books, journals, articles and related documents to counter terrorism cooperation through ADMM plus. The results explains that the strategy used on counter terrorism cooperation through ADMM plus in period 2013 to increase counter terrorism ability in Indonesia is done by conducting joint training (training together) with the material in which table top exercise and practical exercise, which has the aim to provide insight into the challenges and priorities of security in the region , the development of the ability for the arm forces belong to the state in terms of counter-terrorism, and supporting law enforcement agencies or other effort by government institutions. For Indonesia, this cooperation is a strategy to achieve the national interest. To support this cooperation, government use means by utilizing the facilities from military equipment (defense equipment), technology, and also the personnel ability of each member state.

Publishing ethics refers to COPE (Commitee on Publication Ethics) and Regulation of the Head of LIPI Number 5 of 2014 concerning the Code of Ethics for Scientific Publications.

This statement outlines the ethical behavior expected of all parties. The parties are related and obedient in their respective positions and roles: authors, editorial board, peer reviewers, and publishers, who are involved in publishing articles in this journal.

Author
Authors create articles. Authors should read the policies that apply to their contributions and the author's guidelines. Once a submission has reached the review stage, authors are not allowed to withdraw it. The author accepts editorial decisions voluntarily.

Editorial Board
The editor consists of the chief editor and staff as a unit. Editors grade manuscripts on intellectual merit alone, regardless of the author's rank, title, skin color, gender, sexual orientation, religion, ethnicity, nationality, or political philosophy. Corresponding authors, reviewers, potential reviewers, other editorial advisers, and publishers, as appropriate, are the only parties to whom any editor and editorial staff may divulge information about manuscripts that have been submitted. The editor chooses which article to publish. When reaching a choice, the editor can consult with other editors or reviewers.

Peer Reviewers

Peer review provides an assessment of the articles submitted by the editor. The reviewer's assessment results assist the editor in editing the assessment and can also help the author improve the article through the editorial communication with the author. Any selected reviewer who believes they lack the skills necessary to evaluate a manuscript or realizes that doing so quickly is impossible should notify the editor and withdraw from the review process. The review must be carried out impartially. It would be inappropriate to criticize the author personally. Referees must clearly state their position and provide evidence to support them. Any manuscript sent to you for review should be treated with confidentiality. They cannot be discussed or shown to anyone without the editor's permission. Reviewers must indicate related published work that the author still needs to cite. Suitable quotations must support any claim that specific observations, deductions, or arguments have been recorded. Any significant overlap or resemblance between the manuscript under consideration and other published material of which the reviewer has direct knowledge must be communicated to the editor.

 

Publisher
The publisher is the institution that publishes the journal. Universitas Pertahanan Press under the Universitas Pertahanan Republik Indonesia, publisher of this Journal of Defense Diplomacy. Moral and ethical obligations as publishers are aware of and take their duties and responsibilities seriously during and throughout the publication process.
