PEMANFAATAN OFSET DALAM UPAYA PENGEMBANGAN TEKNOLOGI RADAR PERTAHANAN DI PT. INTI
Abstract
Abstrak - Pengadaan radar sudah masuk ke dalam rencana strategis TNI hingga tahun 2024 dan Radar GCI (Ground Controlled Interception) telah menjadi salah satu prioritas pengadaan alutsista. Pengadaan radar di Indonesia saat ini masih di impor dari luar negeri dengan mekanisme ofset dan harus mengikutsertakan industri pertahanan. Sebagai salah satu industri pertahanan PT. INTI wajib ikut serta dalam kegiatan ofset. Oleh karena itu, tesis ini menganalisis bagaimana PT. INTI memanfaatkan ofset dalam upaya pengembangan teknologi radar pertahanan dalam rangka mendukung kemandirian industri pertahanan di Indonesia. Penelitian ini menggunakan metode kualitatif dan data untuk penelitian ini dikumpulkan melalui wawancara dan studi pustaka. Teori dan konsep yang digunakan dalam penelitian ini adalah konsep ofset dalam pengadaan pertahanan, konsep teknologi dalam pengembangan di bidang pertahanan, industri pertahanan di Indonesia dan model pengembangan industri pertahanan dengan konsep ladder of production. Hasil penelitian menunjukkan bahwa dalam kaitannya dengan pengembangan radar, PT. INTI telah mampu mengembangkan radar ISRA dengan memanfaatkan engineer dari LIPI dan PT. INTI mendapatkan training dari Ukraina mengenai struktur radar dan mobile mantainance tools. PT. INTI ditunjuk oleh pemerintah sebagai lead integrator radar sipil, dan memiliki komitmen untuk mengembangkan radar GCI. Walaupun kemampuan PT. INTI dalam mendukung spesifikasi radar tersebut belum untuk pertahanan, namun diharapkan dengan adanya kesempatan untuk ikut serta dalam pengadaan radar GCI melalui mekanisme ofset PT. INTI dapat belajar untuk mengembangkan teknologi radar sipil ke radar pertahanan. Penting bagi PT. INTI untuk mengetahui rencana kebutuhan TNI AU sehingga PT. INTI dapat mengembangkan dan memproduksi teknologi radar yang dibutuhkan dan secara otomatis akan dibeli oleh TNI AU.

Abstract - Radar procurement has been included in TNI’s strategic plan until 2024 and GCI (Ground Controlled Interception) Radar has become one of the priorities of weaponry system procurement. Radars in Indonesia are still imported from abroad using offset mechanism and must include defense industries. As one of the defense industries, PT. INTI must participate in the offset. Therefore, this thesis analyzes how PT. INTI utilizes offset to develop defense radar technology to support defense industrial independence in Indonesia. This research uses qualitative method and the data are gathered through interview and literature review. Theories and concepts used in this research are the concept of offset in defense procurement, the concept of technology in the development of defense industry of Indonesia and the model of defense industrial development with the ladder of production concept. The results of the research show that PT. INTI is able to develop ISRA radar by utilizing engineers from LIPI. PT. INTI receives training from Ukraine. PT. INTI is appointed by the government as lead integrator of civilian radar and has committed to participate in developing GCI radar in TX unit, RX unit and power system. Even though the specification is not for defense, PT. INTI, through participation in developing GCI radar through offset mechanism can hopefully learn to develop the technology. It is important for PT. INTI to know about TNI necessity plan. By doing that, PT. INTI can develop and produce radar technologies that are needed by TNI AU and TNI AU will automatically buy the radars.
