OPTIMALISASI PEMANDUAN KAPAL DALAM MENINGKATKAN KEAMANAN MARITIM DI SELAT MALAKA DAN SELAT SINGAPURA GUNA MENJAGA KEDAULATAN NEGARA
Abstract
Abstrak – Selat Malaka dan Selat Singapura yang merupakan jalur pelayaran internasional yang ramai dan padat, banyaknya kapal-kapal yang melintas mengakibatkan kapal-kapal tersebut rawan terhadap ancaman keamanan maritim. Salah satu ancaman keamanan maritim adalah ancaman keselamatan navigasi. Demi mencegah kecelakaan kapal serta pencemaran lingkungan maka 3 (tiga) Littoral State (Indonesia, Malaysia dan Singapura) sepakat melaksanakan pemanduan kapal di Selat Malaka dan Selat Singapura. Tujuan penelitian ini yaitu pelayanan pemanduan kapal di Selat Malaka dan Selat Singapura tidak hanya bertujuan untuk keselamatan pelayaran, namun juga untuk menjaga kedaulatan negara, nilai ekonomis, budaya, diplomasi dan pertahanan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dimana peneliti dalam menggunakan metode wawancara dan pengumpulan data sekunder dilakukan dengan studi pustaka meliputi teori-teori, jurnal-jurnal, atau penelitian serupa. Tingkat ancaman keamanan maritim diselat Malaka dan Selat Singapura masih tinggi. Kurang mampunya pengendalian pemanduan kapal oleh pandu Indonesia mengakibatkan kapal-kapal yang melintas di selat masih rentan terhadap kecelakaan kapal. Untuk dapat mengendalikan pemanduan maka perlu peningkatan kapasitas kelembagaan pemanduan yaitu dengan optimalisasi pemanduan kapal.

Abstract – Malaka strait and Singapore Strait are the most hectic and congested international shipping routes, the number of ships that pass makes the ships vulnerable to maritim security threats. One of the threats to maritime security is the accident of the ship. 3 Littoral States (Indonesia, Malaysia dan Singapura) agreed for applying voluntary pilotage in Malaka strait and Singapore Strait, in order to increase safety of navigation. the purpose of pilotage Service in Malaka strait and Singapore Strait which is not only for safety of navigation, but also in order to protect the state sovereignty, economic value, diplomatic, culture, and defense. Analysis-Descriptive is used as the research metode which applied qualitative approach. The data gathered from the selected informant are analyzed, using qualitative technique. The result of study found that the level of maritime security threat was still high. With the start of pilotage is expected to be able to maintain the safety of the voyage. The lack of control of pilotage has caused ships that cross the straits to be still vulnerable to ship accidents. This research concluded In order to be able to control pilotage, it is necessary to increase the institutional capacity of pilotage by optimizing pilotage.Keywords: optimization, pilotage, maritime, security, malaka and singapore strait, soveregnity
