ANALISIS CONFIDENCE BUILDING MEASURES (CBMs) TERHADAP KERJA SAMA BILATERAL PERTAHANAN ANTARA INDONESIA DENGAN SINGAPURA
Abstract
Abstrak - Sejak tahun 2005, Indonesia dan Singapura telah mengikatkan diri dalam sebuah perjanjian bernama Defence Cooperation Agreement (DCA). DCA merupakan bentuk komitmen kedua negara dalam kerangka diplomasi pertahanan khususnya dalam membangun nilai-nilai Confidence Building Measures (CBMs) sebagai elemen penting hubungan strategis kedua pihak berkepentingan untuk meningkatkan harmonisasi kerjasama.Namun demikian, meski dalam perjalanan kerjasama pertahanan kedua negara tersebut telah dilaksanakan program-program peningkatan kapasitas dan kapabilitas militer kedua negara, saat ini ditemukan bahwa belum adanya ratifikasi yang tegas dari Pemerintah Indonesia atas DCA dimaksud. Tesis ini berupaya menjawab bagaimana sesungguhnya implementasi indikator Confidence Building Measures (CBMs) dalam mewujudkan perjanjian kerja sama Defence Cooperation Agreement (DCA) antara pemerintah Indonesia dan Singapura dan apa saja yang menjadi hambatannya, serta bagaimana langkah-langkah yang telah dilakukan pemerintah Indonesia dan Singapura dalam mewujudkan indikator-indikator CBMs dalam kerja sama pertahanan kedua negara? Penelitian atas kerjasama bilateral pertahanan ini akan mengambil bentuk penelitian kualitatif dalam menganalisa data sekunder. Rentang waktu penelitian ini adalah sejak penandatanganan DCA di tahun 2005 hingga tahun 2017. Hasil penelitian menunjukkan bahwa intisari DCA telah sejalan dengan prinsip dan indikator yang terdapat dalam CBM dimana mencakup upaya kesepakatan dalam pertukaran informasi, jalur komunikasi, upaya pengamatan, khususnya aspek resiprokal yang simetris. Meski belum dapat terlaksana secara penuh, langkah-langkah kerjasama dalam mewujudkan indikator CBM sudah dilaksanakan dalam berbagai bentuk program dan kegiatan.

Abstract - Since 2005, Indonesia and Singapore have been signing a Defence Cooperation Agreement (DCA). It is a defence bilateral agreement between two countries in the framework of defence diplomacy including the value of Confidence Building Measures (CBMs). The value is essential in enhancing strategic relationship and developing harmony between two countries. However, during the implementation process of the agreement, there is no strict ratification statement from the Government of Indonesia. This thesis endeavor to answer the research questions about how is the implementation of DCA in developing the value of CBMs, what is the obstacle during the implementation process and what programs that both countries have executed in the terms of bilateral defence cooperation. This research is conducted using qualitative method to analyse secondary data. The time period of this research is 2005 to 2017. Finally, the research contributes in revealing the significance of DCA to extend strategic relationship between Indonesia and Singapore in the near futue. Even though it is not successfully implemented yet, the values of DCA will contribute to the development of CBM in enhancing bilateral defence cooperation such as information exchange, communication, observation and symmetrical resiprocity principle.
