CITRA KLOROFIL-A SEBAGAI SALAH SATU PANDUAN PENENTUAN WILAYAH PENGAWASAN ILLEGAL FISHING (STUDI KASUS PERAIRAN PROVINSI KALIMANTAN UTARA)
Abstract
Abstrak - Penelitian ini ingin mengangkat bagaimana tiap-tiap instansi menetapkan metode untuk menentukan wilayah pengawasan, keuntungan serta kendala dari metode yang diterapkan dan mengukur bagaimana citra klorofil-a untuk dijadikan sebagai salah satu panduan penetapan wilayah pengawasan illegal fishing. Metode yang digunakan adalah deskriptif kualitatif, sumber data yang digunakan yaitu data primer dan sekunder. Hasil penelitian ini menunjukkan bahwa pertama masih terdapat kendala untuk menerapkan metode-metode yang digunakan oleh beberapa instansi, namun untuk menutupi kendala tersebut tiap-tiap instansi melakukan sharing data dan informasi serta berkoordinasi, baik lingkup daerah maupun nasional. Data VMS yang selama ini paling banyak digunakan dianggap masih memiliki kekurangan dikarenakan untuk diterapkan di Kalimantan Utara dirasa kurang efektif dikarenakan kapal-kapal yang berada di Kalimantan Utara tidak semuanya memiliki ukuran diatas 30 GT. Temuan kedua berdasarkan data yang telah diolah menjadi peta dilihat adanya keterkaitan antara kandungan klorofil-a dengan daerah penangkapan yang terjadi tindak illegal fishing, sehingga Citra klorofil cocok untuk dijadikan salah satu panduan penetapan wilayah pengawasan illegal fishing.

Abstract - This study would like to raise how each agency establishes a method for determining the area of control, advantages and constraints of the applied method, and measuring how the chlorophyll-a image to serve as one of the guidelines for determining the areas of illegal fishing surveillance. Researcher used qualitative descriptive method in this research and the data used derived primary and secondary data resources. The results of this study indicate that there are still obstacles to apply the methods used by some agencies, but to cover these constraints every institution diligently share data, information and coordinate each other, both regional and national scope. The most widely used VMS data is considered to be in short supply because it is considered to be ineffective in North Kalimantan because the ships in North Kalimantan do not all have a size above 30 GT. The second finding based on data in the field that has been processed into the map seen the existence of the linkage between chlorophyll-a content with the catching areas that occurred illegal fishing action, so that the image of chlorophyll is considered suitable to be one of the guidelines for determining illegal fishing surveillance area.
