EVALUASI PENERAPAN MANAJEMEN RISIKO PADA GUDANG MUNISI KALIBER KECIL PT. PINDAD (PERSERO)

Abstract

Abstrak ? Kejadian kebakaran dan ledakan pada fasilitas penyimpanan munisi telah terjadi beberapa kali di Indonesia dengan penyebab dasar ketidaksesuaian penerapan manajemen risiko kebakaran dan ledakan dengan standar yang berlaku, seperti yang dikeluarkan oleh National Fire Protection Agency (NFPA). Penelitian dilakukan untuk melihat kesesuaian penerapan manajemen risiko pada gudang munisi kaliber kecil milik PT. Pindad (Persero) dengan standar yang dikeluarkan oleh NFPA. Analisa dilakukan dengan mengkaji penerapan manajemen risiko kebakaran dan ledakan secara umum sesuai dengan NFPA 550; Guide to Fire Safety Concept serta evaluasi menggunakan metode campuran yang menggabungkan analisa kuantitatif berdasarkan the fire safety evaluation system (FSES) pada 12 parameter keselamatan NFPA 101 : Life Safety Code, yaitu konstruksi bangunan, pemisahan bahaya, bukaan vertikal, sprinkler, alarm, pendeteksi api, interior finish, pengendali asap, akses keluar, jalur evakuasi, kompartemen, dan program tanggap darurat, serta analisa kualitatif melalui wawancara dan data sekunder. Penerapan manajemen risiko kebakaran dan ledakan pada gudang telah memenuhi unsur kontrol proses pembakaran dan pemadaman kebakaran secara manual, akan tetapi belum memenuhi unsur kontrol kebakaran melalui konstruksi dan pemadaman kebakaran otomatis. Penilaian dengan metode FSES menunjukkan hasil yang berada di bawah standar pada ketiga penilaian, yaitu kontrol penyebaran api (-7,5 standar -1), sistem jalan keluar (-1,5 standar 0), serta keselamatan kebakaran dan ledakan umum (-2 standar -1). Kesimpulan menunjukkan bahwa penerapan manajemen risiko kebakaran dan ledakan pada gudang munisi kaliber kecil milik PT. Pindad (Persero) belum memenuhi standar NFPA 101 : Life Safety Code dan NFPA 495 : Explosives Material Codes.

Abstract ? Fire and Explosion at Munitions Sites had happened multiple times in Indonesia which caused by improper practice of fire and explosion risk management. This research evaluate the implementation of fire and explosion risk management at small caliber munitions storage, which is one of PT. Pindad (Persero)’s facility, using National Fire Protection Agency (NFPA)’s standards. The analysis which includes both quantitative analysis based on the fire safety evaluation system (FSES) and qualitative method, is used to interpret the information according to NFPA 101: Life Safety Code’s 12 safety parameters: building construction, vertical opening, sprinkler, fire alarm, fire detector, interior finish, smoke control, exit access, evacuation route, compartment, and emergency program. The result shows that the fire and explosion risk management, have covered some of the NFPA’s fire and explosion risk management such as and control of the fire process and manual fire extinction but it is not yet covering fire control using construction and automatic fire extinction. Analysis using FSES shows that all of the evaluated items are below the NFPA’s standard; fire control (-7,5 from -1), means of egress (-1,5 from 0), and general fire and explosion safety (-2 from -1). The final result shows that the implementation of fire and explosion risk management on munitions storage of PT. Pindad (Persero) is not yet corresponding to the NFPA’s standards; NFPA: 101: Life Safety Code and NFPA 495: Explosives Material Codes.
