Abstract

VVIP (Very Very Important Person) security is carried out for the President, Vice President, and state guests at the level of heads of state/head of government and their families. In the capital city of DKI Jakarta or the Jaya Military Regional Command Area (Kodam Jaya), one of the units involved in VVIP Security is Denzipur 3/ATD. The intensity of the VVIP security activities by Denzipur 3/ATD was so intense. These activities are often carried out more than twice daily in different locations. This causes Denzipur 3/ATD to be unable to carry out its security duties optimally, so it is necessary to know more about the capabilities and capabilities of Denzipur 3/ATD in implementing VVIP security along with the obstacles/obstacles encountered. A qualitative approach was used with data collection techniques through observation, interviews, and documentation to obtain in-depth data on these issues. Meanwhile, the theory used in this study refers to capability theory, organizational theory, and the concept of VVIP security. In this study, it was found that the deployment of the Jihandak team in VVIP security exceeded the capabilities of Denzipur 3/ATD. Ideally, Denzipur 3/ATD could only be deployed in two assignments simultaneously. If the deployment of the Jihandak team exceeds two assignments, the Jihandak team must be split into smaller units. Of course, this resulted in a decrease in the ability of the Jihandak team. With this decreased ability, the Jihandak team cannot carry out their duties optimally. To overcome the situation, one of the steps that can be taken is that Denzipur 3/ATD needs to be developed into a battalion-level unit specifically formed to carry out Jihandak tasks at the Jayakarta Military Command. The battalion was structured with an emphasis on strengthening and adding Jihandak squads.
