Strategi Kerjasama Sipil dan Militer Bidang Pembangunan Infrastruktur Daerah Dalam Rangka Memperkuat Pertahanan Negara (Studi di Provinsi Jawa Barat)

Abstrak -- Koordinasi atau kerjasama sipil dan militer di Indonesia telah dilakukan, namun belum memiliki prosedur tetap atau doktrin dan juga belum terstruktur. Amanat dari Undang-Undang Pertahanan adalah menjadi tugas pemerintah untuk mempersiapkan secara dini sistem pertahanan negara yang juga memerlukan dukungan dari berbagai sektor, salah satunya adalah pembangunan sarana dan prasarana penunjang (Infrastruktur) khususnya di daerah. Undang-Undang TNI juga menyatakan tugas pokok TNI dilakukan dengan operasi militer selain perang untuk membantu tugas pemerintahan di daerah dalam kondisi dan situasi yang memerlukan sarana, alat dan kemampuan TNI untuk menyelesaikan permasalahan yang sedang dihadapi, antara lain merehabilitasi infrastruktur. Tujuan Penelitian yaitu Menganalisis Strategi dan bentuk kerjasama di daerah Jawa Barat antara Pemda, Kodam III/Slw, dan dinas teknis terkait seperti Bina Marga. Metode penelitian yang digunakan adalah Kualitatif. Data yang dikumpulkan adalah dari Wawancara, Observasi dan desk study berupa pengumpulan dokumentasi dan studi kepustakaan. Hasil penelitian ini adalah tujuan dari kerjasama tersebut masih perlu dioptimalkan dengan menggunakan segenap sumber daya yang ada baik SDM, SDA, Dana yang didukung oleh regulasi yang selaras dengan cara dan sarana untuk mencapai tujuan bersama yaitu memperkuat pertahanan negara kedepannya. Begitupun harapan adanya strategi kerjasama yang intensif antara Perangkat di Daerah seperti Bappeda, Dinas Teknis terkait, Tokoh Masyarakat dan pihak TNI sendiri dalam hal ini Kodam III/Slw. Sehingga pembangunan kesejahteraan masyarakat yang mengacu pada RTRW Pemda Jawa Barat akan seiring sejalan dengan pembangunan wilayah pertahanan dalam hal ini dalam konteks di wilayah Jawa Barat yang juga mendukung wilayah perbatasan di sekitarnya.

Abstract -- Civil and military coordination or cooperation in Indonesia has been carried out, but has not had a fixed procedure or doctrine and has not yet been structured. The mandate of the Defense Law is the duty of the government to prepare early on the national defense system which also requires support from various sectors, one of which is the construction of supporting facilities and infrastructure, especially in the regions. The TNI Law also states that the TNI's main task is to carry out military operations other than war to assist the task of government in the regions in conditions and situations that require the TNI's means, tools and capabilities to resolve the problems being faced, including rehabilitating infrastructure. The research objective is to analyze the strategy and form of cooperation in the West Java area between the local government, Kodam III / Slw, and related technical services such as Bina Marga. The research method used is Qualitative. The data collected are from Interviews, Observations and desk studies in the form of documentation collection and literature study. The results of this study are that the purpose of the collaboration still needs to be optimized by using all available resources, including human resources, natural resources, funds that are supported by regulations that are in line with the means and means to achieve a common goal of strengthening the country's defense in the future. Likewise, the hope of an intensive collaboration strategy between the Regional Devices such as Bappeda, related Technical Services, Community Leaders and the TNI itself in this case Kodam III / Slw. So that community welfare development that refers to the RTRW of the West Java Regional Government will be in line with the development of defense areas in this case in the context of the West Java region which also supports the surrounding border areas.
