Strategi Pangkalan TNI AL Banten Dalam Mendukung Pengamanan ALKI I

Abstrak -- Alur Laut Kepulauan Indonesia (ALKI) adalah alur laut yang ditetapkan sebagai alur untuk pelaksanaan hak lintas alur laut kepulauan berdasarkan The United Nations Convention on the Law of the Sea (UNCLOS) 1982. Alur ini merupakan alur untuk pelayaran dan penerbangan yang dapat dimanfaatkan oleh kapal atau pesawat udara asing di atas laut tersebut untuk dilaksanakan pelayaran dan penerbangan damai dengan cara normal. Selat Sunda sebagai salah satu selat tersibuk di Indonesia merupakan bagian dari Alur Laut Kepulauan Indonesia (ALKI) I, yang menghubungkan perairan Samudera Hindia melewati Selat Karimata menuju Laut Natuna Utara atau sebaliknya. ALKI merupakan konsekuensi Indonesia sebagai negara kepulauan setelah pemerintah Indonesia meratifikasi UNCLOS 1982 melalui Undang-Undang RI Nomor 17 Tahun 1985. Adanya ancaman-ancaman yang terjadi di ALKI-I dan wilayah perairan Indonesia di Selat Sunda, maka dibutuhkan strategi dari TNI AL di wilayah tersebut, yang berada dibawah yuridiksi pengawasan Lanal Banten. Sesuai dengan tugas pokok TNI yaitu menegakkan kedaulatan negara, mempertahankan keutuhan wilayah Negara Kesatuan Republik Indonesia yang berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, serta melindungi segenap bangsa dan seluruh tumpah darah Indonesia dari ancaman terhadap keutuhan bangsa dan negara, maka penelitian ini ingin melihat strategi dalam pengamanan dan kendala dalam pengamanan ALKI-I terutama Selat Sunda demi menciptakan implementasi konsep kedaulatan maritim di perairan Indonesia yang saat ini menggunakan konsep Poros Maritim Dunia.

Abstract -- Indonesian Archipelagic Sea Lines (ALKI) is a sea lines that is designated as a lines for the implementation of archipelagic sea lanes crossing rights based on the United Nations Convention on the Law of the Sea (UNCLOS) 1982. This lines is a channel for shipping and aviation that can be utilized by foreign ships or aircraft over the sea to carry out peaceful voyages and flights in the normal way. The Sunda Strait as one of the busiest straits in Indonesia is part of the Indonesian Archipelago Sea Lines (ALKI) I, which connects the waters of the Indian Ocean through the Karimata Strait to the North Natuna Sea or vice versa. ALKI is a consequence of Indonesia as an archipelagic country after the Indonesian government ratified UNCLOS 1982 through the Republic of Indonesia Law Number 17 of 1985. There are threats that occur in ALKI-I and Indonesian territorial waters in the Sunda Strait, so a strategy is needed from the Navy in the region , who are under the jurisdiction of the Banten Lanal supervision. In accordance with the TNI's main task of upholding state sovereignty, maintaining the territorial integrity of the Unitary Republic of Indonesia based on Pancasila and the 1945 Constitution of the Republic of Indonesia, as well as protecting the entire nation and all of Indonesia from the threat to the integrity of the nation and the state, this wants to see strategies in security and constraints in safeguarding ALKI-I especially the Sunda Strait in order to create an implementation of the concept of maritime sovereignty in Indonesian waters which currently uses the concept of the World Maritime Fulcrum.
