PENILAIAN ANCAMAN RADIOLOGICAL NUCLEAR TERHADAP KEAMANAN MARITIM DENGAN PENDEKATAN BIBLIOMETRIK

Perkembangan bidang radiological nuclear (RN) telah mengalami peningkatan terutama dalam penguasaan, penggunaan dan penyebarannya. Faktor dual use dari RN yang digunakan untuk tindak kejahatan oleh actor non state menjadikan RN sebagai ancaman aktual dan potensial yang harus ditangani dan dikontrol. Isu ini menjadi perhatian global terutama dalam keamanan nuklir dan maritim. Tujuan penelitian ini menganalisis penilaian ancaman RN terhadap keamanan maritim dengan menggunakan teori, konsep dan perspektif keamanan nuklir dan maritim. Penelitian ini menggunakan metode kuantitatif dengan pendekatan bibliometrik. Hasil penelitian menunjukkan diperoleh 1434 publikasi dari database sciencedirect dan IEEE. Dengan analisis co-occurance didapatkan sebaran 103 terminologi yang relevan dan dikelompokkan dalam 7 kluster dengan tren penelitian terbanyak pada masalah radiocesium, chernobyl, Japan, detector. Selanjutnya dari sebaran data tersebut dapat disentesa penilaian ancaman RN terhadap keamanan maritim ialah radiation fallout, nuclear weapon (perang Nubika), nuclear-terrorism seperti penggunaan RDDs (radiological nuclear devices) serta illicit trafficking nuclear/radioactive material dalam lingkup maritim. Ancaman tersebut semuanya berhilir dengan menghasilkan sebuah bahaya berupa ledakan nuklir atau radiasi. Aspek keamanan nuklir dan keamanan maritim harus menjadi satu sistem integratif dalam upaya mendeteksi, mencegah dan merespon serta menangani risiko dari ancaman tersebut.
