EFEKTIFITAS PENGADAAN BARANG DAN JASA SECARA ELEKTRONIK/ E-PROCUREMENT UNTUK PEMBANGUNAN POS PERBATASAN (STUDY KASUS E-PROCUREMENT DI WILAYAH KODAM VI/MLW)
Abstrak
Abstrak - Pengadaan merupakan salah satu fungsi penting pada organisasi pemerintah, namun hingga saat ini kurang mendapatkan perhatian yang memadai. Fungsi pengadaan saat ini masih ditangani secara ad-hoc oleh panitia yang dibentuk dan bekerja secara temporer (tidak permanen). Sistem seperti ini memiliki banyak kelemahan dan berakibat pada rendahnya kinerja Pengadaan Barang/Jasa di instansi pemerintah pusat/daerah. Rendahnya kinerja pengadaan pada gilirannya berdampak buruk terhadap kinerja organisasi pemerintah termasuk satuan pengguna penerima barang dan jasa tersebut. Komando Daerah Militer VI/Mulawarman sebagai kompartemen strategis TNI yang melaksanakan tugas matra darat di wilayah Kodam VI/Mulawarman. Sebagai satuan kerja, Kodam VI/Mulawarman juga melaksanakan kegiatan pengadaan barang dan jasa untuk mendukung tugas pokok, terutama bidang konstruksi sebagai contoh Kodam mendapatkan anggaran untuk pembangunan pos perbatasan di wilayah Kalimantan Utara dan Kalimantan Timur. Namun pengadaan dan jasa di lingkungan TNI AD pun perlu dilakukan peningkatan demi menjamin mutu terbaik sebagai hasil out putnya.

Abstract - Procurement is one of the important functions in government organizations. However, it doesn't get adequate attention thus far. The current procurement function is still handled by ad-hoc committee that is formed and works temporarily (not permanent). Such a system has many weaknesses and led to the poor performance of goods and services procurement at central or regional government. The poor performance of procurement will also lead to the poor performance of government institutions including the receiving user of those goods and services. The Kodam VI/Mulawarman plays a role as a military strategic compartment which carries out its land duty in the area of Kodam VI/Mulawarman. As a working unit, Kodam VI/Mulawarman also receives the budget to conduct the procurement activities of goods and services to support the main tasks, especially in the construction sector, such as in building the border post in North and East Kalimantan. However, the procurement of goods and services within the Army needs to be improved in order to ensure the best quality as the output result.
