IMPLEMENTASI TAHAPAN OFSET PERTAHANAN PADA PENGADAAN SIMULATOR SUKHOI DAN DEGAUSSING DI KEMENTERIAN PERTAHANAN REPUBLIK INDONESIA

Abstrak - Pengadaan Alpalhankam dengan mekanisme ofset pertahanan merupakan salah satu langkah pemerintah agar Industri Pertahanan dapat mandiri. Dengan mekanisme ofset diharapkan Industri Pertahanan dapat belajar teknologi yang dibutuhkan dalam pengembangan teknologi Alpalhankam untuk kemandirian Industri Pertahanan di masa mendatang. Pengadaan Simulator Sukhoi dan Degaussing merupakan salah satu pengadaan dengan mekanisme ofset pertahanan yang sedang dilakukan oleh Kementerian Pertahanan. Ada 3 (tiga) tahapan yang harus dilaksanakan oleh Kementerian Pertahanan dalam pengadaan tersebut; pra-implementasi, implementasi, dan paska implementasi, berdasarkan Peraturan Pemerintah No. 76 tahun 2014. Saat ini, pengadaan tersebut masih berada pada tahap pertama yaitu pra-implementasi. Penelitian ini menganalisa apakah tahapan ofset pertahanan tersebut sudah dilaksanakan sesuai dengan peraturan dan perundangan yang berlaku. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus pada tahapan ofset pertahanan pengadaan Simulator Sukhoi dan Degaussing dengan menggunakan kerangka implementasi kebijakan. Data diambil dari analisa dokumen pengadaan, studi literatur, dan wawancara. Temuan dalam penelitian ini adalah implementasi tahapan ofset pertahanan pada pengadaan simulator Sukhoi dan Degaussing yang sesuai dengan Peraturan Pemerintah No. 76 tahun 2014. Penelitian ini menunjukkan bahwa tahapan ofset pertahanan yang sudah sesuai dengan kebijakan yang ada. Penelitian ini berfokus kepada tahapan pra-implementasi pengadaan simulator Sukhoi dan degaussing. Penelitian tentang tahapan pengadaan Alpalhankam lain dibutuhkan agar mendapat hasil yang lebih kaya tentang pelaksanaan implementasi tahapan ofset pertahanan yang dilaksanakan oleh Kementerian Pertahanan.

Abstract - Defense equipment procurement by using defense offset mechanism is a government step towards self-reliant defense industry. By defense offset mechanism, it is expected that defense industries can learn required technology needed in the development of defense equipment technologies for future defense industries. Procurement of Sukhoi simulator and Degaussing is one of the defense procurement by offset mechanism that is being conducted by the Ministry of Defence. There are three (3) phases to be implemented in the procurement; pre-implementation, implementation, and post implementation. This is based on Government Regulation No. 76/2014. Currently, the procurement is still at the first stage; pre-implementation. This study analyzes whether this defense offset phase has been implemented in accordance with applicable laws and regulations. This study uses a qualitative approach with case studies on the stages of defense offset procurement conducted in Sukhoi simulator and degaussing procurements by using the framework of policy implementation. Data was drawn from analysis of procurement documents, literature, and interviews. The study shows that pre-implementation stage in the procurement of Sukhoi simulator and Degaussing is in accordance with Government Regulation No. 76/ 2014. This study shows that the defense offset phase is in conformity with the existing policy. However, further researches on implementation stages on other defense equipment procurements are still needed in the future.
