IMPLEMENTASI KEBIJAKAN PERTAHANAN LAUT DALAM MENDUKUNG KEAMANAN MARITIM DI PULAU NIPA
Abstract
Abstrak - Paper ini merupakan gambaran akan implementasi Peraturan Pemerintah Nomor 68 Tahun 2014 yang difokuskan pada Pulau Nipa yang berbatasan langsung dengan Singapura dan juga merupakan area ekonomi penting internasional (Zona Ekonomi Khusus). Dengan menggunakan pendekatan teori implementasi kebijakan berdasarkan empat faktor yaitu: 1) komunikasi, 2) sumberdaya, 3) disposisi, dan 4) struktur organisasi, diketahui bahwa kebijakan tersebut tergolong efektif dan mendukung pembangunan sektor ekonomi (pertahanan mendukung ekonomi). Salah satu wujud konkrit dengan ditempatkannya instalasi pertahanan yang mendukung keamanan aktifitas ekonomi. Beberapa kendala yang dihadapi dalam implementasi PP No 68 Tahun 2016. Kendala yang dihadapi adalah sangat minimnya anggaran dan sumberdaya manusia dalam mendukung penerapan kebijakan pemerintah. Pemahaman pemerintah daerah sebagai penyeimbang antara porsi pertahanan dan ekonomi di Pulau Nipa merupakan isu penting yang harus dihadapi.

Abstract - This paper provide an overview of implementation of Government Rule Number 68 Year 2014 where focusing on Nipa Island that directly adjacent to Singapore and also important as international economic area (Special Economic Zone). With policy implementation theories approach based on four factor including: 1) communication, 2) resources, 3) disposition, and 4) organizational structure, it is knownthat the policy is effective for supporting the development of economic sector (defense supports economy). The concrete form could be shown with placing of defence installation that supported the security of economic activities. Some obstacles of Government Rule Number 68 Year 2014 were faced with low financing support and human resources abilities. Understanding of local government for obligation proportions in balance of defence and economic activities in Nipa Island was one of important issue.
