Pengamanan Sistem Komunikasi Kabel Laut Pada Alur Laut Kepulauan Indonesia 1 Dalam Rangka Keamanan Maritim
Abstrak
Abstrak -- Maraknya tindakan vandalisme akhir-akhir ini terhadap fasilitas Sistem Komunikasi Kabel Laut (SKKL) di Alur Laut Kepulauan Indonesia 1 (ALKI 1). Disamping itu isu vandalisme yang diangkat, ternyata SKKL juga dijadikan sebagai media untuk melakukan penyadapan di jaringan telekomunikasi nasional, sehingga pada gilirannya akan menimbulkan pertanyaan bagaimana implementasi pengamanan SKKL di ALKI 1 selama ini. Tindakan vandalisme dan penyadapan dilakukan pada SKKL di ALKI 1 akan mempengaruhi keamanan nasional secara keseluruhan. Kemudian implementasi pengamanan SKKL di ALKI 1 juga merupakan isu yang dibahas di tesis ini. Pengamanan SKKL di ALKI 1 merupakan hal yang sangat penting dan bernilai strategis dimasa mendatang, mengingat Indonesia sebagai negara yang dikelilingi laut, maka SKKL akan menjadi aset nasional yang strategis, semakin tingginya nilai strategis SKKL maka semakin mengundang kerawanan terhadap SKKL itu sendiri. Lokasi penelitian ini berada di ALKI 1 mengingat daerah yang banyak diletakkan SKKL di dasar lautnya, baik milik Indonesia maupun asing. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data menggunakan wawancara dan dokumentasi dari para informan, seperti Komando Armada RI Bagian Barat TNI AL, Pusat Hidrografi dan Oseanografi TNI AL, Direktorat Kepolisian Air Polri, Badan Keamanan Laut, Kementerian Komunikasi dan Informatika, PT. Moratelindo, dan pakar/akademisi. Hasil penelitian ini menjelaskan bagaimana implementasi pengamanan SKKL di ALKI 1 selama ini, kemudian isu vandalisme dan penyadapan SKKL yang terjadi di ALKI 1. Hasil penelitian ini bahwa para aktor keamanan laut ternyata belum menjadikan SKKL sebagai isu penting selama ini, hal itu karena keterbatasan sarana yang dimiliki selama ini yang lebih pada pengamanan atas obyek di atas air. Disamping isu vandalisme, para aktor keamanan laut di ALKI 1 belum memiliki kemampuan untuk menangkal penyadapan yang terjadi pada SKKL di ALKI 1.

Abstract -- The recent widespread of vandalism actions on the Sea Cable Communication System (SCCS) facility in the Indonesian Archipelagic Sea Lane 1 (IASL 1). In addition to the issues raised vandalism, it is also used SCCS as the media to wiretap in the national telecommunications network, so in turn will lead to the question how the implementation of SCCS security in IASL1 so far. Vandalism and wiretapping actions conducted at SCCS in IASL 1 will affect overall national security. Then implementation of SCCS security in IASL 1 is also an issue discussed in this thesis. Security SCCS in IASL 1 is a very important and strategic value in the future, considering Indonesia that as a country surrounded by sea, SCCS will become a strategic national asset, the higher strategic value of SCCS will increasingly invite vulnerability to IASL itself. The location of this research is in IASL 1 considering the areas that are mostly placed SCCS on the seabed, both Indonesian and foreign. This research uses qualitative method with data collecting technique using interview and documentation from informants, such as West Fleet Command Indonesia Navy, Hydrographic and Oceanographic Indonesia Navy, Center of Marine Security Agency, Directorate of Water Police, Police, Ministry of Communication and Information, PT. Moratelindo and experts / academics. The results of this study explain how the implementation of security SCCS in IASL 1 so far, then the issue of vandalism and eavesdropping SKKL that occurred in the IASL 1. The results of this study that the maritime security actors in the IASL 1 was not yet make SKKL as the focus of security done so far, it is because of the limitations of facilities that have been over the more on the security of objects on water. Besides, the marine security actors in IASL 1 have not the ability to ward off intercepts that occur in SCCS in IASL 1.
