STRATEGI PERTAHANAN LAUT KOMANDO ARMADA I DALAM PENGENDALIAN ALUR LAUT KEPULAUAN INDONESIA I PADA MASA DAMAI

Penetapan Alur Laut Kepulauan Indonesia (ALKI) I untuk kepentingan navigasi kapal dan jalur penerbangan pesawat udara asing sebagai konsekuensi logis bangsa Indonesia yang tunduk dan terikat sebagai negara kepulauan. Keberadaan ALKI I dapat membawa berbagai potensi kerawanan keamanan dan pertahanan, karena ALKI I merupakan jalur yang memiliki banyak problematika didalamnya. Komando Armada I (Koarmada I) berperan penting dalam pelaksanaan pengendalian laut di ALKI I karena kawasan ALKI I merupakan bagian dari wilayah yang menjadi wewenang dan tanggung jawabnya. Keterbatasan jumlah KRI, kemampuan pengawasan dan penanganan perkara, serta belum adanya maritime surveillance yang meng-cover aktifitas maritim di sepanjang ALKI I berpotensi menimbulkan terjadinya pelanggaran oleh kapal-kapal asing di perairan ALKI I. Penelitian ini bertujuan menganalisis tentang strategi pertahanan laut Koarmada I dalam pengendalian ALKI I pada masa damai yang ditinjau dari means, ways dan ends yang dimiliki Koarmada I. Penelitian ini menggunakan metode campuran sekuensial eksploratori. Pengumpulan data primer diperoleh melalui wawancara terstruktur, observasi, kuesioner sedangkan data sekunder diperoleh melalui studi literatur. Hasil penelitian menunjukkan bahwa penerapan strategi pertahanan laut Koarmada I dalam pengendalian ALKI I pada masa damai sudah berjalan dengan baik dengan didukung nilai statistik deskriptif sebesar 70,6 %, sehingga untuk mengoptimalkan penerapan strategi pertahanan laut Koarmada I untuk mengendalikan ALKI I maka Koarmada I harus meningkatkan kemampuan surveillance dan Puskodal, modernisasi sistem persenjataan, penambahan jumlah gelar unsur dan durasi operasi serta kerja sama dengan entitas kemaritiman lainnya.References
