APLIKASI SOFT SYSTEM METHODOLOGY PADA ANALISIS INTEROPERABILITAS GELAR PERTAHANAN UDARA TITIK DALAM RANGKA PERTAHANAN UDARA

Artileri Pertahanan Udara Tentara Nasional Indonesia Angkatan Darat (Arhanud TNI AD)dalam sistem pertahanan udara nasional ditempatkan sebagai pertahanan udara titik untuk melindungi obyek vital nasional bersifat strategis untuk menghadapi ancaman udara yang terbang dengan ketinggian rendah. Seyogyanya konsep pertahanan udara nasional dengan defence in depth menjamin tersedianya interoperabilitas antara unsur rudal/meriam Arhanud TNI AD dengan Kohanudnas. Faktanya, interoperabilitas yang sedianya ada dalam pelaksanaan Opshanudnas masih belum dapat diwujudkan dengan optimal. Permasalahan penelitian yang diangkat adalah tentang kemampuan peralatan radio komunikasi voice pada pelaksanaan operasi pertahanan udara. Data diperoleh dari para informan yang ditetapkan dan selanjutnya dianalisis dengan teknik analisis kualitatif yang menggunakan analisis Soft System Methodology (SSM) dengan tujuh tahapan. Hasil penelitian menunjukkan bahwa kemampuan peralatan komunikasi radio voice Arhanud TNI AD masih terbatas, hal ini dikarenakan belum tersedianya peralatan radio komunikasi voice di Batalyon-batalyon Arhanud TNI AD yang dapat mengomunikasikan antara Arhanud TNI AD dengan Kohanudnas. Dihadapkan kepada keadaan demikian maka akan berpengaruh kepada pelaksanaan tugas Arhanud TNI AD dalam rangka mendukung operasi pertahanan udara.
