Kerja Sama Pangkalan Udara TNI Angkatan Laut Juanda dan Bandar Udara Internasional Juanda dalam Mendukung Sistem Pertahanan Semesta

Abstract

Abstrak -- Pangkalan Udara TNI Angkatan Laut Juanda sejak awal dibangun sebagai pangkalan induk penerbangan Angkatan Laut, dalam perkembangannya dimanfaatkan bersama oleh PT Angkasa Pura I digunakan sebagai Bandara Internasional yang melayani penerbangan pesawat komersial rute domestik maupun internasional. Pada Kondisi damai, keberadaan Bandara Internasional Juanda berlaku enclave sipil (dalam kantong sipil) dan pengelolaannya berlaku regulasi sipil. Sedangkan dalam kondisi darurat militer atau perang, akan berubah menjadi enclave militer (dalam kantong militer), sehingga kewenangan pengelolaan Bandara tersebut berlaku regulasi dan hukum militer beserta kepentingan militer lainnya. Penelitian ini bertujuan untuk melakukan analisa kerja sama antara Pangkalan Udara TNI Angkatan Laut dan Bandar Udara Internasional Juanda sebagai komponen pertahanan dalam mendukung sistem pertahanan  semesta. Metode yang digunakan adalah metode kualitatif melalui analisis dokumen perjanjian Kerja Sama, wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan bahwa penggunaan Pangkalan Udara TNI AL Juanda sebagai Bandara sipil sering menimbulkan permasalahan yang berkaitan dengan aspek penggunaan aset, keamanan dan keselamatan penerbangan, tata ruang dan pemberdayaan potensi kebandarudaraan sebagai bagian pertahanan semesta. Guna mengefektif dan mengefisienkan kerja sama penggunaan pangkalan tersebut perlu dilaksanakan kerja sama yang lebih konkrit, sehingga tidak menimbulkan permasalahan baru. Saran yang diberikan diarahkan pada upaya memperbaiki sistem yang mendukung kerja sama, melalui dukungan pemerintah dan koordinasi dengan pihak terkait, sebagai upaya mendukung sistem pertahanan semesta.

Abstract -- The Juanda Naval  airbase since in beginning was used as the Indonesia Naval Airbase, in the development it was jointly used by PT Angkasa Pura I as International Airport that serves commercial flight for domestic or international route. In a piece state,  the existence of Juanda International Airport is civil enclave applicable and  its management is applicable civil regulation. Whereas, in military emergency condition or war, will change become military enclave, therefore its managerial authority shall comply with military regulation and law and other military interest thereof.  The aim of the study is to analyse the cooperation between Juanda Naval Airbase  and Juanda International Airport as a defense component in support of the Total Defense system. A qualitative method was used to analyse agreement document, in-depth interviews with heads of departments and literature study. The results have shown that Use of the Indonesia Naval Airbase as Civil Airport  often caused conflict related to aspect of use of assets,  flight security and safety, spatial plan and empowerment of potential airport as part of the Total Defense. For achieving effective and efficient cooperation on use of such airport, it is required to establish a more concrete cooperation, so it will not cause new conflict. We strongly recommend measures to increase monitoring; strengthen legislation and regulations; and inter-ministerial collaboration on cooperation research to to support the total defense system.
