MENINGKATKAN PEMBINAAN KARIR PERWIRA TERHADAP PELAKSANAAN TUGAS POKOK TNI AD DI KODAM JAYA/JAYAKARTA (STUDI BIDANG JABATAN PERWIRA PERTAMA DI BRIGIF MEKANIS 1 PIK/JAYASAKTI)

Abstrak -- Di lingkungan Tentara Nasional Indonesia Angkatan Darat (TNI AD), untuk menghasilkan Sumber Daya Manusia (SDM) terbaik dan unggul sebagai aset kekuatan pertahanan matra darat, pimpinan TNI AD melakukan pembinaan secara sistematis, terarah dan berkelanjutan yang meliputi Pembinaan Tenaga Manusia dan Pembinaan Personel. Penyelenggaraan pembinaan prajurit meliputi penyediaan tenaga, pembinaan pendidikan, penggunaan personel, perawatan personel, penyaluran personel, dan pemisahan personel. Dari keenam bentuk pembinaan, Penggunaan Prajurit Angkatan Darat sebagai bagian dari pembinaan personel diarahkan pada optimalisasi penugasan personel untuk kepentingan organisasi. Untuk memperoleh pola penggunaan prajurit TNI AD yang dapat mendukung pencapaian tugas pokok TNI AD secara efektif dan efisien adalah dengan melakukan pembinaan karir Perwira yang lebih baik dan maksimal. Fenomena yang ada dalam pembinaan karir Perwira Pertama adalah banyak kekosongan jabatan pada tingkat Perwira Pertama Golongan VIII/Letnan dan Golongan VII/Kapten. Hasil penelitian ini diharapkan dapat dijadikan sebagai bahan kajian dalam merumuskan kebijakan terkait dengan peningkatan pembinaan karir Perwira Pertama terhadap pelaksanaan tugas pokok TNI AD di Satuan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif melalui observasi, wawancara dan dokumentasi. Dari hasil penelitian diperoleh untuk meningkatkan manajemen pembinaan karir Perwira Pertama yang lebih baik dan maksimal dilakukan melalui kegiatan pengembangan karir personel meliputi: prestasi kerja, exposure/promosi, rotasi/mutasi kerja, kesetiaan organisasi, kesempatan untuk berkembang, dan peran pimpinan sebagai mentors/sponsors. Hasil lain penelitian ini adalah pimpinan mempunyai pengaruh penting menentukan strategi paling tepat dijalankan dan prinsip the right man and the right place dalam meningkatkan pembinaan karir Perwira Pertama terhadap pelaksanaan tugas pokok TNI AD di Satuan.

Abstract -- In the Indonesian National Armed Forces (TNI AD), to produce the best and superior Human Resources (HR) as an asset of land-based defense forces, the leadership of the Army carried out a systematic, directed and sustainable development which included Manpower Development and Personnel Development. The implementation of soldier guidance includes the provision of personnel, education coaching, personnel use, personnel maintenance, personnel distribution, and personnel separation. Of the six forms of guidance, the use of Army Soldiers as part of personnel development is directed at optimizing the assignment of personnel for the benefit of the organization. To obtain a pattern of use of the army of the army that can support the achievement of the main task of the army in an effective and efficient way is to do better and maximum career guidance for the officers. The phenomena that exist in First Officer career coaching are more job vacancies at the level of First Officer Group VIII/Lieutenant and Group VII/Captain. The results of this study are expected to be used as study material in formulating policies related to the improvement of First Officer career development towards the implementation of the main duties of the Army in the Unit. The method used in this study is a qualitative method through observation, interviews and documentation. The results of the research were obtained to improve the management of First Officers' career development which was better and maximal carried out through personnel career development activities including: work performance, exposure/promotion, work rotation/transfer, organizational loyalty, opportunities to develop, and the role of leaders as mentors/sponsors. Another result of this study is that the leadership has an important influence in determining the most appropriate strategy to be implemented and the principles of the right man and the right place in improving First Officer career development on the implementation of the main tasks of the Army in the Unit.
