Analisis Peran KODIM 0618/BS Kota Bandung Dalam Upaya Pengurangan Resiko Bencana Alam di Kota Bandung

Abstrak -- Kodim 0618/BS Kota Bandung adalah satuan Komando Distrik Militer yang berada di bawah Komando Kodam III/Siliwangi yang membawahi sebanyak 14 Koramil yang tersebar di wilayah Kota Bandung. Dengan 14 Koramil yang tersebar di wilayah Kota Bandung, Kodim 0618/BS memiliki 347 personel dan berdiri sendiri karena tidak berada di bawah Korem dengan memiliki tugas untuk pemberdayaan wilayah, pertahanan dan menyiapkan semua aspek dalam pertahanan wilayah termasuk memiliki program dan penanganan sendiri dalam Pengurangan resiko bencana alam. Penelitian ini dilaksanakan guna mengetahui Peran Kodim 0618/BS dalam Pengurangan resiko Bencana Alam di Kota Bandung, dimana Bandung termasuk daerah yang memiliki potensi bencana alam cukup tinggi karena berada di antara Sesar Lembang dan juga memiliki letak geografis berbentuk cekungan sehingga memiliki resiko yang cukup tinggi terhadap banjir. Penelitian ini menggunakan metode kualitatif. Data diperoleh melalui observasi, wawancara dan studi kepustakaan. Teknik analisis data lebih banyak dilakukan bersamaan dengan pengumpulan data saat peneliti berada di lapangan, dan menggunakan teknik deskriptif analisis, lokasi penelitian dilakukan di kota bandung dengan hasil penelitian menunjukan bahwa 1) Peran Kodim 0618/BS cukup vital dalam Pengurangan Resiko Bencana Alam dibuktikan dengan posisi Dandim sebagai wakil ketua dalam Susunan Organisasi Satlak Penanggulangan dan Pengurangan resiko Bencana dan 2) Kota Bandung menggunakan Dinas Pemadam Kebakaran dan Penanggulangan Bencana Alam sebagai Organisasi yang bertanggung Jawab dalam Penanggulangan Bencana Alam 3) Kurangnya Tenaga Ahli Mitigasi Bencana sehingga diperlukan pelatihan khusus bagi personil.

Abstract -- Kodim 0618 / BS Bandung City is a unit of the Military District Command which is under the Kodam III / Siliwangi Command which oversees as many as 14 Koramil that are spread in the area of Bandung City. With 14 Koramil spread across the city of Bandung, Kodim 0618 / BS has 347 personnel and stands alone because it is not under the Military Command by having the task of regional empowerment, defense and preparing all aspects of regional defense including owning programs and handling themselves in risk reduction natural disasters. This research was conducted to find out the role of Kodim 0618 / BS in Natural Disaster Risk Reduction in Bandung, where Bandung is a region that has a high potential for natural disasters because it is located between the Lembang Fault and also has a geographical location in the form of a basin so that it has a high risk of flood. This study uses a qualitative method. Data obtained through observation, interviews and library studies. More data analysis techniques are carried out in conjunction with data collection when researchers are in the field, and using descriptive analysis techniques, the location of the study was conducted in Bandung with the results of research showing that 1) The role of Kodim 0618 / BS is vital in Natural Disaster Risk Reduction Dandim as deputy chairman in the Organizational Structure of the Executing Unit for Disaster Mitigation and Reduction and 2) Bandung City uses the Fire Department and Natural Disaster Management as an organization responsible for Natural Disaster Management 3) Lack of Disaster Mitigation Experts so that special training for personnel is needed
