Strategi Pemerintah Dalam Menghadapi Gerakan Khilafatul Muslimin di Cikembar dan Kebon Pedes Kabupaten Sukabumi

Abstrak -- Penelitian ini menganalisis keberadaan Khilafatul Muslimin (KM) sebagai gerakan keagamaan yang mengusung ideologi khilafah. sementara itu, Indonesia merupakan negara yang berdasarkan Pancasila dan UUD 1945. Akibatnya, terdapat pertentangan diantara keduanya yang penting untuk dikaji dan ditemukan solusinya. KM merupakan organisasi khilafah yang didirikan oleh Abdul Qadir Hasan Baraja pada 1997. KM berpusat di Lampung. Beberapa lembaga menyebut bahwa KM merupakan pendukung ISIS di Indonesia. Penelitian ini menjadi menarik setelah pemerintah Indonesia membubarkan Hizbut Tahrir Indonesia (HTI) pada 2017. Pembubaran HTI mengindikasikan bahwa ideologi khilafah merupakan ancaman bagi bangsa dan negara. masalah yang diteliti ialah bagaimana kondisi objektif KM, serta strategi Pemerintah dalam menangani gerakan KM di Kabupaten Sukabumi. Penelitian dilakukan secara kualitatif dengan pendekatan studi fenomenologi. Berdasarkan hasil penelitian, diketahui bahwa gerakan KM di Kabupaten Sukabumi, mulai berkembang pada tahun 2016. Pertentangan antara KM dan Negara nampak pada pemahaman dan sikap yang ditimbulkan. Sedangkan strategi yang dilakukan Pemerintah sejauh ini berupa pemantauan terhadap beberapa aktivitas KM, serta pendekatan persuasif. Disimpulkan bahwa pergerakan KM di Kabupaten Sukabumi relatif stagnan. Anggota KM tercatat ±85 orang yang sebagian besar merupakan keluarga dekat. Pertentangan ideologis yang muncul antara KM dan Negara sebagian berwujud pada sikap anti pemerintah, seperti menolak membayar pajak. Selain itu, disimpulkan bahwa strategi yang dilakukan memiliki banyak kelemahan, sehingga diperlukan strategi pemerintah yang memiliki lebih komprehensif untuk menangani gerakan KM di Indonesia, khususnya di Kabupaten Sukabumi. Sumbangan dari kajian ini adalah memberikan dasar analisis bagi Pemerintah untuk menggunakan pendekatan kultural, pendidikan, dan ekonomi kepada kelompok KM untuk membangun tatanan kebersamaan.

Abstract -- This research analyzes the existence of Khilafatul Muslimin (KM) as a religion movement that promotes the caliphate. Meanwhile, Indonesia is a country based on Pancasila and UUD 1945. So that, there are conflicting interactions between the two that are important to studied and found a solutions. Khilafatul Muslimin (KM) is a Khilafaism organization founded by Abdul Qadir Hasan Baraja in 1997. KM originally based in Lampung. Some institutions note that KM is one of ISIS supporters in Indonesia. This research becomes interesting after Indonesian government dissolved Hizbut Tahrir Indonesia (HTI) in 2017. The dispersal of HTI indicates that caliphate ideology is one of the nation state threats. The research question of this study to know how the objective conditions of KM, and the government strategy in facing KM movements in Kabupaten Sukabumi. This research was conducted by qualitatively method with phenomenological approach. The result of this research shows that KM movement in Sukabumi regency began to develop in 2016. The conflict between KM and Indonesia as a state reflected in their own idea and attitude that it caused. Whereas, government strategy shows their concern in monitoring several activities of KM and persuasive approach. It can be concluded that KM movements in Sukabumi is stagnant relatively. KM Members is about ± 85 members and most of them comes from their own relative family. The ideological conflicts that arise between KM and State partially are manifested as a contra-government act such as refuse to pay taxes. The strategy carried out by government has several weaknesses thus, government need to build more comprehensive approach in order to handle KM movements in Indonesia, especially in Kabupaten Sukabumi. Contributions of this study provide a basis analysis for the government to use cultural, education, and economics approaches towards KM groups to build togetherness.
