STRATEGI PERTAHANAN PERAIRAN PEDALAMAN DALAM MENGHADAPI ANCAMAN NON-MILITER DI SUNGAI MAHAKAM

Kepentingan perlindungan warga negara, wilayah, dan sistem politik dari ancaman negara lain adalah bagian dari pertahanan negara yang merupakan elemen pokok sebuah negara. Jika melihat pada situasinya, ancaman yang terjadi di Sungai Mahakam tidak dapat dikategorikan sebagai ancaman militer, tetapi lebih mengarah kepada ancaman non-militer. Berbagai faktor non-militer yang dinilai mempunyai kemampuan yang membahayakan keutuhan wilayah negara, kedaulatan, serta keselamatan segenap bangsa dapat dipahami sebagai ancaman non-militer. Jika tidak ditangani dengan serius, maka ancaman non-militer di Sungai Mahakam ini dapat berkembang menjadi kondisi permanen yang dapat bertransformasi menjadi ancaman besar terhadap pertahanan negara. Sebagai upaya memformulasikan strategi pertahanan perairan pedalaman di Indonesia, penelitian ini mengelaborasikan 4 teori yaitu: Teori strategi maritim, Teori kekuatan laut, Teori ancaman, dan Konsep riverine operation untuk menghindari ancaman di Sungai Mahakam. Dalam penyusunan penelitian ini digunakan metode penelitian kualitatif. Hasil penelitian ini menyimpulkan bahwa Angkatan Laut diharapkan dapat menerapkan pertahanan di perairan pedalaman di kawasan Sungai Mahakam untuk menghindari ancaman non militer dan mendukung terciptanya pertahanan negara di IKN Nusantara.
