Strategi Pertahanan Negara Evaluasi Program Pembangunan Kapal Selam Klas 209/1400 DSME Dalam Strategi Pertahanan Negara

Abstrak -- TNI AL membutuhkan 12 (dua belas) unit kapal selam sebagai unsur senjata strategis untuk menerapkan strategi pertahanan laut nusantara (SPLN) dalam menegakkan kedaulatan dan hukum di laut, sebagai amanah dari strategi pertahanan negara.Para pemangku kepentingan telah membuat program pembangunan unsur kapal selam untuk pemenuhan kebutuhan unsur senjata strategis dalam SPLN.Program telah berjalan mulai tahun 2005 sampai dengan tahun 2017, pemenuhannya baru 2 (dua) unit tipe 209/1400 DSME, sedangkan program berakhir pada tahun 2018.Peneliti mengevaluasi program pembangunan kapal selam dengan menggunakan metode kualitatif deskriptif untuk mengevaluasi apakah program dapat dilanjutkan, atau program dilanjutkan tetapi harus di revisi, atau program harus dihentikan. Temuan sementara yakni pemerintah selaku regulator selalu menuntut terpenuhinya skala keekonomian, TNI/TNI AL selaku pengguna selalu menuntut kualitas produk program, serta industri pertahanan selaku produsen selalu menuntut konsistensi pengguna untuk tetap menggunakan produk industri pertahanan. Hasil penelitian menunjukkan: Pertama, latar belakang program telah sesuai program. Kedua, keberadaan sumber daya nasional belum siap untuk menyelenggarakan program. Ketiga, tantangan dan hambatan sangat mempengaruhi kegagalan dan kemunduran jadwal pelaksanaan proses program. Keempat, produk program belum sesuai dengan Opsreq dan jumlah kebutuhan pengguna.

Abstract -- The Indonesian Navyneed 12 submarines as strategic weaponsto implement the national maritime defense strategy to maintain sovereignty and the law of the sea as the mandate of national defense strategy . The Stake Holders have made the decision to develop submarine to fulfill the need of strategic weapon elements. The program has already started from 2005 to 2017 but the procurement has only achieved 2 unit submarines type 209/1400 DSME, while the program will end in 2018. The researcher evaluates the program. The research has been done with qualitative descriptive method to examine the program whether it should be continued, need some change, or the program must be stopped. Recent discoveries shown that the government insisted that the program must meet the economic demands, Armed Forces/Navy to prosecute the quality of products, and defense industry to demand the consistency of the defense industry product to users. The conclusions of the research are: First, the backgrounds of the program is suitable with needed analysis, policy base, and the goals of the program. Secondly, the national resources have not readiness to take care the program. Thirdly, threat and obstruction are possible cause to fail and hamper the proses of the program. Fourthly, the product of the program is not corresponding with the Operation Requirments and the number of user needs.
