Pemetaan Latar Belakang dan Motif Pelaku Tindak Kejahatan Terorisme di Indonesia

Abstrak--Terorisme telah menjadi ancaman global bagi stabilitas keamanan nasional maupun internasional, karena menimbulkan suasana teror atau ketakutan yang meluas di masyarakat. Pergerakannya pun dilakukan secara clandestine dan berbaur di tengah masyarakat serta merubah aksinya menjadi kelompok-kelompok kecil yang terlatih dan terorganisasi dengan baik. Bentuk aksi nyata terorisme dapat dilakukan dengan cara serangan bom, penculikan, pembunuhan, sabotase, serta bentuk-bentuk aksi terorisme lainnya. Aksi-aksi tersebut lazimnya merupakan bentuk perlawanan dari kelompok yang lemah terhadap struktur kekuasaan. Aksi-aksi tersebut merupakan strategi dan taktik bagi kelompok yang lemah untuk menghadapi kelompok yang kuat dalam hal ini sebagai sebuah negara atau pemerintah yang sah. Kondisi ini dikategorikan sebagai konflik atau perang yang bersifat asymmetric atau ketidak seimbangan antara pihak yang satu dengan pihak yang lain. Terorisme menjadi suatu fenomena penggunaan kekerasan yang kompleks di saat ini. Pemetaan aksi terorisme dan aksi kejahatan yang dilakukan oleh jaringan terorisme di Indonesia menjadi penting untuk dapat menemukan kebijakan kontra-terorisme yang dapat diterapkan secara tepat di Indonesia.

Abstract--Terrorism has become a global threat to the stability of national and international security, because it creates an atmosphere of terror or a widespread fear in the community. The movement was mostly done clandestine using certain methods that easily blend in the middle of society and change its action into small groups trained and well organized. Acts of terrorism can be done by means of bomb attacks, kidnappings, murders, sabotage, and other forms of acts of terrorism. Such actions are typically a form of resistance from a weak group to a power structure. They are strategies and tactics for weak groups to deal with a strong group in this case as a legitimate state or government. This condition is categorized as conflict or war that is asymmetric or imbalance between one party with another party. Terrorism has become a complex phenomenon of the use of violence in the present. Mapping of acts of terrorism and crime committed by terrorist networks in Indonesia is very fundamental to find counter-terrorism policy that can be applied appropriately in Indonesia.
