Strategi Kontra Propaganda BNPT Dalam Menanggulangi Perkembangan Radikalisme Kontemporer di Indonesia

Abstrak--Kajian ini menganalisis masalah kontra propaganda Badan Nasional Penanggulangan Terorisme dalam menanggulangi propaganda penyebaran paham radikal yang saat ini terjadi. Kandungan isi propaganda yang mengarah kepada perkembangan radikalisme sampai saat ini, secara luas dan terus menerus berlangsung baik melalui media sosial maupun media komunikasi lainnya. Oleh karena itu, diperlukan sebuah langkah dari BNPT (Badan Nasional Penganggulangan Terorisme) melalui strategi kontra propaganda melawan perkembangan radikalisme, terutama yang mengarah kepada aksi terorisme. Teori yang digunakan sebagai pisau analisis adalah teori tentang perkembangan radikalisme di Indonesia oleh Vedi Hadiz dan teori komunikasi oleh Hafied Cangara. Metodologi penelitian ini menggunakan kualitatif deskriptif. Hasil penelitian ini menemukan bahwa strategi kontra propaganda yang dilaksanakan oleh Badan Nasional Penanggulangan Terorisme telah memiliki tujuan yang jelas terkait penanggulangan radikalisme di Indonesia. Berbagai sarana prasarana berupa saluran media massa yang ada baik yang bersifat online maupun offline, telah dimanfaatkan oleh pihak BNPT melalui Pusat Media Damai untuk menyebarkan wawasan perdamaian dan kebangsaan. Kajian ini juga menyumbangkan cara untuk menganalisis problem kontra propaganda baik dari sisi konten, permasalahan sumber daya manusia maupun metode kerjasama yang selama ini dilaksanakan oleh BNPT.

Abstract--This study analyzes the counter-propaganda problem of the National Counter Terrorism Agency in overcoming the propaganda of the spread of radicalism that is currently happening. The content of propaganda which leads to the development of radicalism, is widely and continuously taking place both through social media and other communication media. Therefore, it is very important to identify various obstacles faced by the BNPT (National Counter Terrorism Agency) in counter-propaganda strategies against the development of radicalism, especially those that lead to acts of terrorism. The theory used as a knife of analysis is a theory about the development of radicalism in Indonesia by Vedi Hadiz and the theory of communication by Hafied Cangara. The methodology of this study uses qualitative through descriptions. The results of this study found that counter-propaganda strategies carried out by the National Counterterrorism Agency had clear objectives related to counter-radicalism in Indonesia. Various infrastructure facilities in the form of mass media channels that exist both online and offline, have been utilized by the BNPT through the Peace Media Center to spread the insights of peace and nationality. This study contributes ways to analyze the problem of counter-propaganda both in terms of content, human resource issues and methods of cooperation that have been carried out by BNPT.
