TATA KELOLA PELAYARAN DI ALUR PELAYARAN BARAT SURABAYA (APBS) GUNA MENDUKUNG TUGAS OPERASI KOARMADA II

Kelancaran pelaksanaan tugas operasi Koarmada oleh KRI sering terkendala oleh kurang optimalnya tata kelola APBS, yang dalam penelitian ini dikelompokkan sebagai tata kelola lalu lintas pelayaran di alur yang meliputi koordinasi antar para stake holder pengguna fasilitas alur; penanganan bahaya-bahaya navigasi di sepanjang alur yang berupa bangkai kapal yang belum terangkat maupun pemasangan instalasi bawah laut; dan pelaksanaan pelatihan terkait keselamatan pelayaran di APBS. Tujuan dari penelitian ini adalah menganalisis tata kelola dan penyebab kecelakaan di APBS. Penelitian ini menggunakan metode kualitatif, menggunakan data yang bersumber pada wawancara, observasi, studi literatur dan studi pustaka. Proses pembahasan dan analisis menggunakan teori manajemen GR. Terry untuk menjawab rumusan masalah bagaimana implementasi teori manajemen terhadap tata kelola APBS guna mendukung tugas operasi Koarmada II saat ini. Kesimpulan penelitian menyebutkan manajemen perencanaan dan pengorganisasian telah tercapai, namun penggerakan dan pengawasan belum tercapai.
