Implementasi Pembinaan Mental Fungsi Komando Sumber Daya Manusia di Lantamal III Jakarta

Abstrak -- Tujuan penelitian ini adalah menganalisis pelaksanaan serta faktor pendukung dan penghambat pelaksanaan pembinaan mental fungsi komando prajurit TNI AL di Lantamal III Jakarta. Pendekatan penelitian ini adalah kualitatif dengan metode deskriptif kualitatif. Unit analisis penelitian ini adalah pendapat key informen yang penentuannya dilakukan dengan teknik purposive sampling. Teknik analisis data menggunakan model interaktif. Triangulasi keabsahan data dilakukan dengan jalan: perpanjangan keikutsertaan, ketekunan pengamatan, dan triangulasi. Hasil penelitian menunjukkan bahwa pelaksanaan pembinaan mental fungsi komando telah berjalan dengan baik sesuai dengan ketentuan yang berlaku di Lantamal III Jakarta. Beberapa faktor pendukung adalah: antusiasnya para prajurit, idiologi maupun tradisi dalam mengikuti setiap kegiatan pembinaan. Sedangkan hambatan-hambatan diantaranya adalah: kecenderungan prajurit dan keluarganya yang hidup konsumtif-materialistis, padatnya Tugas Operasi dan Latihan, tidak adanya pejabat rohani, terbatasnya perwira rohani dan minimnya buku-buku referensi. Oleh karena itu, hendaknya Lantamal III Jakarta lebih meningkatkan lagi kegiatan pembinaan mental fungsi komando agar tercipta mental prajurit TNI AL yang tangguh.

Abstract -- The purpose of this study is to analyze the implementation as well as supporting and inhibiting factors for the implementation of mental development in the command function of the Indonesian Navy in the 3rd Naval Main Base of Jakarta. The approach of this research is qualitative with qualitative descriptive method. The unit of analysis of this study is the opinion of the key informant whose determination was made by purposive sampling technique. Data analysis techniques use interactive models. Triangulation of data validity is done by way of: extension of participation, persistence of observation, and triangulation. The results of the study indicate that the implementation of the command function mental development has been running well in accordance with the provisions in force at the 3rd Naval Main Base of Jakarta. Some supporting factors are: enthusiasm of the soldiers, ideology and tradition in participating in each coaching activity. While the obstacles include: the tendency of soldiers and their families to live consumptively-materialistically, the density of the Operations and Training Tasks, the absence of spiritual officials, the limited spiritual officers and the lack of reference books. Therefore, the 3rd Naval Main Base of Jakarta should further enhance the command function mental development activities in order to create a strong mentality of Indonesian Navy soldiers.
