Analisis Kemampuan Industri Galangan Kapal Swasta dalam Mendukung Kebutuhan Alutsista TNI AL

Abstrak – Badan Umum Milik Swasta (BUMS) adalah badan usaha yang modalnya dimiliki oleh pihak swasta, memiliki fungsi dan peranan yang terbagi atas berbagai macam bentuk usaha. Tujuannya adalah mencari keuntungan seoptimal mungkin dalam mengembangkan usaha dan modal serta membuka lapangan kerja. Pemerintah melalui UU No.16 tahun 2012 memberikan payung hukum kepada BUMS untuk memberdayakan galangan kapal swasta mendukung kebutuhan alutsista TNI AL. Rencana Strategis minimum essential force ketiga berakhir tahun 2024, diprogramkan tercapai target 24 kapal cepat rudal (KCR) dan 44 patrol combat (PC). PT Palindo Marines merupakan galangan kapal swasta yang mendapatkan kepercayaan dari TNI AL didukung satu perusahaan lainnya yang berada di Batam yaitu PT Karimun Anugerah Sejati. Kedua perusahaan dikenal memiliki kredibilitas kinerja yang tinggi dan profesional menyelesaikan kapal kapal sebelumnya. Menghadapi kekuatan dan ancaman dari negara lain, kebijakan pemerintah membangun kapal perang dengan mengutamakan galangan kapal dalam negeri kecuali benar-benar tidak mampu dilaksanakan. Peneliti menggunakan metode kwalitatif deskriptif untuk menganalisis kemampuan galangan kapal, faktor faktor yang mendukung dan menghambat perusahaan. Analisis SWOT menghitung kekuatan, kelemahan, peluang dan ancaman, untuk memberikan solusi pilihan strategi terbaik bagi perusahaan. Pembangunan kapal perang memerlukan keahlian desain, penguasaan platform dan sewaco serta team khusus dibandingkan dengan membuat kapal niaga umumnya. Hasil penelitian menunjukkan potensi dan kemampuan galangan kapal PT.Palindo Marine dan PT.Karimun Anugerah Sejati dapat berperan lebih besar mendukung kebutuhan alutsista TNI AL.

Abstract - Works Agency for Private Owned (BUMS) is a business entity whose capital is owned by private parties, functions and roles are divided into various forms of business. The goal is for profit optimally as possible in developing the business and capital and employment. Government through Act 16 of 2012 provides a legal umbrella for BUMS to empower private shipyards to support the needs of the Navy defense equipment. Strategic Plan ended the third minimum essential force in 2024, achieved the target of 24 programmed missile fast boats (KCR) and 44 patrol combat (PC). PT Palindo Marines is a private shipyards to get the confidence of the Navy supported the other companies located in Batam, PT Karimun Anugerah Sejati. Both companies are known to have high credibility and professional performance to complete the order quick ship orders the Navy. Development of military power is always faced with the strength calculation and threats from other countries. The government's policy to build warships with emphasis on domestic shipyards realized with the support of duty-free value added tax for the components that have to come from abroad specially in Batam, Bintan and Karimun. The policy gives hope for investors, especially in the field of construction and ship repair in Batam. Booking warships abroad when domestic shipyards really can not afford because it requires high technology. Researchers used descriptive qualitative method to analyze the ability of shipbuilding, the factors that support and hinder the company. SWOT Analysis calculates the strengths, weaknesses, opportunities and threats, to provide the best solution for the company's strategic choice. The construction of warships require design expertise, mastery and sewaco platform as well as special teams compared to making commercial ships generally. The results show the potential and ability PT.Palindo Marine shipyard and PT.Karimun Anugerah Sejati can play a larger role supporting the needs of defense equipment Navy.
