STRATEGI PENINGKATAN KOMPETENSI SUMBER DAYA MANUSIA INTELIJEN DI PASMAR I JAKARTA

Intelijen merupakan badan/alat yang dipergunakan untuk menggerakkan kegiatan-kegiatan intelijen sesuai dengan fungsinya, baik berupa penyelidikan, pengamanan maupun penggalangan. personil intelijen diharapkan memiliki kemampuan dan keterampilan khusus melebihi kemampuan rata-rata. Intensitas penugasan intelijen yang sifatnya tertutup, serta terbatasnya kegiatan dalam melaksanakan fungsi intelijen yang berhubungan dengan permasalahan maritim dan pengamanan luar, di asumsikan dapat mempengaruhi kemampuan personil intelijen dalam melaksanakan tugas pokok. Terdapatnya beberapa permasalahan yang merupakan kendala bagi personil intelijen terhadap kemampuannya dalam melaksanakan fungsi intelijen memberikan pengaruh terhadap kualitas tugas dan tanggung jawab personil intelijen tersebut dalam mendukung tugas pokok Pasmar 1 Jakarta. Permasalahan kekurangan personil yang berkualifikasi intelijen dan terbatasnya kemampuan personil intelijen terhadap penguasaan teknologi serta terbatasnya sarana-sarana pendukung lainnya membuat pencapaian tugas pokok Pasmar 1 Jakarta tidak maksimal. Dengan adanya permasalahan tersebut, maka didapatkan langkah-langkah strategis dari hasil akhir penulisan sesuai dengan tujuan dari penelitian tesis dan diharapkan personil intelijen dapat mendukung tugas pokok Pasmar 1 Jakarta secara maksimal.
